NSSF PRAISES DOJ AND ATF ANNOUNCEMENT ELIMINATING BIDEN-ERA 'ZERO-TOLERANCE' POLICY… NSSF praises the announcement today by the Department of Justice (DOJ) and Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) that the agencies are doing away with the Biden-era “zero-tolerance” policy that punished lawful and highly-regulated Federal Firearm Licensees (FFLs) for minor clerical errors. The announcement also stated the agency was reconsidering the “Engaged in the Business” Final Rule and the Final Rule regarding factoring criteria for firearms with attached “stabilizing braces.
Maryland PLCAA
NSSF FILES TO BLOCK MARYLAND ANTI-PLCAA LAW… NSSF filed a lawsuit in the U.S. District Court for the District of Maryland seeking to block Maryland’s Gun Industry Accountability Act that attempts to circumvent the federal Protection of Lawful Commerce in Arms Act (PLCAA). NSSF also filed a motion for a preliminary injunction to enjoin enforcement of the law by Maryland Attorney General Anthony Brown.
US District Court of New Jersey
NSSF WINS MOTION TO REVIVE CHALLENGE AGAINST N.J. AG… The U.S. District Court for the District of New Jersey granted NSSF’s Motion to Reopen the Case and File an Amended Complaint in NSSF v. Platkin, reviving NSSF’s case challenging New Jersey’s “public nuisance” law that contravenes the PLCAA. NSSF’s case was previously dismissed without prejudice for lack of standing but NSSF has filed the amended complaint and swiftly move for a preliminary injunction.
Tariff
NEW TARIFFS COME INTO EFFECT… New tariffs came into effect on most goods entering the United States. These new tariffs include an additional 10 percent tariff on goods from most countries, with increased tariff rates levied on goods from specified countries going into effect on April 9. NSSF advises all members to engage with independent counsel and trade professionals to understand how these new tariffs may impact their business. NSSF has compiled a list of authoritative sources that members can access to learn more about these new tariffs and remain updated on any future changes. NSSF will continue to monitor this rapidly changing tariff landscape in order to keep our members informed.
Hunting Heritage Trust Grant
TWO WEEKS LEFT TO APPLY FOR NSSF HUNTING HERITAGE TRUST® GRANT… NSSF is now accepting applications for the 2025 Hunting Heritage Trust Grants, offering a total of $100,000 to support R3 efforts. Qualified NGOs can apply for funding to enhance participation in hunting and shooting sports. Review the grant application guidelines and the grant proposal outline before applying.   • NSSF commends the introduction of the Freedom from Unfair Gun Taxes Act, introduced in the U.S. House of Representatives by U.S. Reps. Darrell Issa (R-Calif.) and Richard Hudson (R-N.C.) as H.R. 2442 and in the U.S. Senate by U.S. Sen. Jim Risch as S. 1169.

  • The South Carolina House of Representatives Judiciary Committee approved H. 3930, The Second Amendment Financial Privacy Act, legislation that would ban the use of a firearm-specific tracking code by credit card companies and payment processors for citizens legally purchasing firearms.

  • U.S. Rep. Ashley Hinson (R-Iowa) and U.S. Sen. Tom Cotton (R-Ark.) introduced the NSSF-supported Repealing Illegal Freedom and Liberty Excises (RIFLE) Act, as H.R. 2552 and S. 1224, respectively, that would eliminate the $200 tax on the purchase and transfer of firearms regulated under the National Firearms Act (NFA).

  • Arkansas’ legislature gave final approval to HB 1509, the Second Amendment Privacy Act, banning the use of a firearm retailer-specific Merchant Category Code (MCC) by credit card companies and payment processors. The bill was sent to Arkansas Gov. Sarah Huckabee Sanders and she signed the bill into law, making it now 20 total states that have enacted similar legislation.

  • The March 2025 NSSf-adjusted National Instant Criminal Background Check System (NICS) figure of 1,386,724 is a decrease of 3.8 percent compared to the March 2024 NSSF-adjusted NICS figure of 1,442,061. For comparison, the unadjusted March 2025 FBI NICS figure of 2,470,705 reflects a 1.1 percent decrease from the unadjusted FBI NICS figure of 2,497,577 in March 2024.   • Katharine MacGregor, President Donald Trump’s nominee to serve as Deputy Secretary of the Interior, testified in front of the U.S. Senate Energy & Natural Resources Committee, saying, “Roads not built, cases left unsolved, appraisal backlogs, obstacles to public hunting and fishing. These are the reasons I would like to return to Interior.”

  • Last month, NSSF’s Project ChildSafe® launched its newest focus community in Nashville, Tennessee. The full-digital campaign reached 1.14M likely gun owners in order to help spread the message of safe and responsible gun ownership.

  • NSSF filed an amicus brief to the U.S. Supreme Court supporting a challenge to the Washington, D.C., restriction on standard capacity magazines to a limit of 10 cartridges.

  • The District Court for the Southern District of California denied the State of California’s motion to narrow the scope of a preliminary injunction NSSF secured in its case NSSF v. Bonta. That case challenges California’s law that attempts to end-run the PLCAA by placing vague “reasonableness” requirements on industry members.

  • Harvard University “scholars” devised a scheme that combines the arrogance of the “intellectual elite,” increases taxes, administers gun confiscation plans and purposefully conflates “public health” policies for crime control in the latest pie-in-the-sky gun control plan.
